กระทรวงการสื่อสารของอินเดีย (Department of Telecommunications หรือ DoT) เริ่มเข้ามากำกับดูแล "แอพแชท" ภายใต้กฎหมายใหม่ Telecommunication Cybersecurity Amendment Rules 2025 กำหนดให้การใช้งานแอพแชทเหล่านี้ต้องมีซิมการ์ดเชื่อมอยู่ด้วยตลอดเวลา เพื่อป้องกันปัญหาอาชญากรรม สแปม หลอกลวง ฯลฯ ผ่านแอพแชท

DoT มองว่าแอพแชทเหล่านี้บังคับยืนยันตัวตนด้วยซิมการ์ดเพียงครั้งเดียวตอนสร้างบัญชี หลังจากมีบัญชีแล้วจะไม่ตรวจสอบการใช้งานอีกเลยว่าใช้จากที่ไหน กลายเป็นช่องว่างให้แก๊งอาชญากรไซเบอร์ โดยเฉพาะจากนอกอินเดีย เอาบัญชีไปใช้งานหลอกหลวงคนอื่นต่อ การตามรอยจากเจ้าหน้าที่รัฐจึงทำงานได้ยาก

กฎใหม่ของ DoT บังคับให้แอพแชทเหล่านี้ต้องเชื่อมต่อกับอุปกรณ์ที่ใส่ซิมตลอดเวลา และในกรณีที่แชทจากหน้าเว็บแอพ กฎใหม่ระบุว่าเซสชันการล็อกอินยาวได้สูงสุด 6 ชั่วโมง หลังจากนั้นจะต้องล็อกอินใหม่ผ่าน QR code ที่เชื่อมกับอุปกรณ์หลัก

ผู้ใช้บริการแอพแชทอย่าง WhatsApp, Signal, Telegram, Snapchat รวมถึงแอพแชทของอินเดียเอง เช่น JioChat มีเวลา 3 เดือน (90 วัน) ในการพัฒนาฟีเจอร์ล็อคกับซิมการ์ดนี้

กฎใหม่ของ DoT บังคับให้แอพแชทเหล่านี้ต้องเชื่อมต่อกับอุปกรณ์ที่ใส่ซิมตลอดเวลา

ถ้าผมเข้าใจไม่ผิด จะรู้ว่าใส่ sim ได้ก็ต่อเมื่อยิง api ไป server และดู request header และต้องใช้ cellular network เท่านั้น แบบนี้แสดงว่าต่อไปในอินเดียจะใช้ app chat ผ่าน wifi ไม่ได้สิ
