ใช้งานแบบนี้ถ้าอยากต่อกับ MySQL .. ใช้ PhpMyAdmin ไปได้เลยครับ ไม่ต้องเขียนเพิ่มเลย มี Add, Update, Delete ในตัวเสร็จสับ (แต่ฟิลด์ที่ join อาจจะเป็นปัญหาได้ ^^)

ถ้าเป็นแบบนี้เลย แบบง่ายที่สุดก็ Visual Studio LightSwitch ครับ แต่คนที่ไม่เคยเขียนโปรแกรมเลยอาจจะมึนๆ หน่อย
แนะนำให้ลอง VS Express 2010 + SQLite or SQL Server Express ครับ

ถ้าเอาเหมือนเป๊ะ ก็ Visual Studio 2010 Express เลยครับ (เหมือนแน่ๆ แม้กระทั่ง icon ด้านบนสุด)
แถมฟรี และใช้ง่ายด้วย
ส่วนภาษา เอาแบบไม่ยากก็พวก VB.NET หรือ C# ครับ
