Project Description
Funded by the U.S. Agency for International Development (USAID) and managed by FHI 360, the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project in Thailand focuses on interventions to reduce HIV transmission among MSM, MSW and TG populations and improve the quality of life of people living with HIV (PLHIV) in Thailand.
The LINKAGES Thailand project uses the HIV cascade of services as the overall strategic framework for the project. This framework maps how individuals should ideally move through the continuum of HIV prevention-care-treatment services to reduce HIV transmission as well as to ensure a high quality of life for PLHIV. Activities under the LINKAGES Thailand project center on bringing high risk individuals into the HIV services cascade through compelling and incentivized outreach techniques and easy-to-access community based HIV testing. Implementing agencies (IAs) in Bangkok, Chiang Mai, Pattaya, and Hat Yai are collecting data using two systems: paper-based forms and CommCare. CommCare is an online platform that supports longitudinal client tracking and runs on Android phones. Each IA (community-based organizations and clinics) are equipped with CommCare to collect data. Data collected with paper-based forms are integrated into their M&E system that includes a database. However, data collected with CommCare are stored in CommCare cloud and not integrated into their current M&E system yet. Due to this situation, data management, analysis and report are not optimal and affects the monitoring of their projects. Each partner manage their own M&E system (and database) that is not standardized across these different organizations.
Detailed Task Description:
In collaboration with implementing agencies and LINKAGES Thailand team, the local consultant will conduct field visits to each IA. The purpose of this consultancy is to provide recommendations and cost for improving their current database system used for program monitoring and reporting.
The specific objectives are:
-To clarify with each IA the current and expected purpose of their database taking into consideration their and donors needs
-To identify/map the different sources of data collected and managed by each IA
-Describe how these data are currently stored and used by the IAs for program monitoring and reporting
-Develop the conceptual data model (or conceptual schema) currently used by IAs and identify key issues (such as duplication of information, data integration, lack of human resources and expertise; security, etc.)
-Provide recommendations, including an updated conceptual data model, to improve their current database that will include all sources of data and generate reports (tables and graphs)
-Based on the recommendations and updated conceptual data model:
a) Identify local expert(s) to improve the database of each IA. If appropriate the contractor may choose to include himself or herself among the suggested expert(s).
b) Estimate cost and develop a tentative timeline to implement these recommendations
Consultancy Location and Travel
The consultant will be based in Bangkok, with some work at the FHI 360 Asia Pacific Regional Office in Bangkok, and are required to visit IA offices in Bangkok, Chiang Mai and Pattaya.
Period of Performance
From July 1, 2016 to August 31, 2017. Estimated number of days: Not-to-exceed 30 days
Deliverables/Milestones
The contract will be considered successfully complete when the following deliverables are met:
ACTIVITIES

Due Date : August 31 , 2016
*All due dates are subject to change based on the project needs and will be confirmed with the consultant. Action plan will be available to final selected consultant.
Remuneration and Expenses
Consultant will be paid an agreed daily rate for her/his services. Payment will be made approximately 30 days after the successful completion of the deliverables and receipt of a correct invoice accepted by FHI 360.
The consultant will be reimbursed for authorized Activity Costs & Non-Travel and Travel Expenses.
Receipts will be required for business related expenses and require prior approval of the technical monitor.
Qualifications
The successful candidate will:
- Thai national
- Able to communicate clearly in English,
- Able to clearly explain technical issues
- Proficient with one or more database software tools, such as Oracle or Microsoft SQL Server, and with database query languages such as SQL
- Experience in developing conceptual data model
- Experience in data integration among multiple applications
- Experience in developing and maintaining complex standalone database. Knowledge of constructing web-based databases is a plus.
- Completion of college or university studies is required
- A minimum of two-year experience in database application development
Evaluation Criteria (100 pts total) - Technical Capability – 35 pts
- Past Performance/relative experience – 35 pts
- Proposed Price - 30 pts
