I would like to say yes. There reason is that we are outsourcing for now(in nearly future we will have our own product which is published in international market).
I think English skill is a mandatory skill but coding skill more importance than English skill.
we consider developer at coding skill first. If your coding like a god, we can ignore English skill. :)
