SEAMEO Regional Centre for Higher Education and Development (RIHED)

Originally founded as the Regional Institute of Higher Education and Development in Singapore in 1959 and established in Thailand in 1993 as a Regional Centre of the Southeast Asian Ministers of Education Organisation (SEAMEO), SEAMEO RIHED is the SEAMEO Centre specialising in higher education and development. Our mission is to enhance regional understanding, cooperation and unity of purpose among 11 SEAMEO Member Countries for a better quality of life through the establishment of networks and partnerships, the provision of fora among policy makers and experts, and the promotion of sustainable human resource development. The Centre’s main activities, in line with other SEAMEO Centres, include training, research and development and information dissemination with a special focus on advancing cooperation, alignment and development across higher education systems in the region.

SEAMEO RIHED is currently seeking qualified candidates for a position of Finance Officer (1 Position) and an Administrative Officer (1 Position) to join our dynamic and diverse team. 1. Finance Officer (1 Position)

Main duties and responsibilities:

  • Perform cash vouchers, journal vouchers and obligations vouchers for the Centre;
  • Prepare and issue cheques and manage petty cash fund for the Centre;
  • Ensure timely and accurate preparation for budget, financial documents and reports, salaries and per-diem, project financial advancement and other relating financial matters;
  • File and hold the Centre’s financial records and financial reports;
  • Support Administration and Communication Manager with information related to biddings and contracts for equipment maintenance, travels and other service;
  • Coordinate with Administration and Communication Manager in documenting and maintaining inventory including stocks, storages, maintenance records, library documents, and the use of office supplies;
  • Other tasks at the request of the Centre Director and Administration and Communication Manager as assigned.

Qualifications:

To apply, you must satisfy the following requirements:

  • Thai national, 35 years of minimum age;
  • Graduated Bachelor’s degree in Finance, Accounting, Economics or Business Administration;
  • At least 5 years of minimum relevant work experiences in financial management, managerial or fund accounting;
  • Preferably working experience in intergovernmental or international organisation;
  • Good command of written and spoken English;
  • Computer literacy in MS Office, Internet and with familiarity with the operation of computerised accounting software;
  • Excellent organisational and coordination skills;
  • Good team player with strong interpersonal skills; and
  • High level of professionalism, maturity and integrity when dealing with organisational information

 

2. Administrative Officer (1 Position)

Main duties and responsibilities:

  • Assist in scanning and filing mails/documents/records;
  • Assist Administration and Communication Manager in recording and managing in-out correspondences for the Centre;
  • Manage and maintain the Centre’s contract database;
  • Oversee the maintenance of the Centre’s premises, including office layout and decoration, library and office equipment used by staff and promote healthy working environment ;
  • Document and maintain inventory including stocks, storages, maintenance records, library documents, and the use of office supplies ;
  • Order, check, and sign on office supply and other orders;
  • Support Administration and Communication Manager in buying and preparing plane/train tickets, seasonal souvenirs/memorabilia/cards for all functions of the Centre; and
  • Support Administration and Communication Manager with information related to biddings and contracts for equipment maintenance, travel and other administrative services;
  • Assist Administration and Communication Manager and Programme Director/Officers in logistical matters of the Centre’s activities;
  • Assist Administration and Communication Manager and Programme Director/Officers in distributing and sending documents, preparing conference reports and programme marketing materials, including artwork designs, dealing with printing house and logistical matters of the Centre’s activities;
  • Assist Programme Director/Officers and Administration and Communication Manager in preparing conference reports and programme marketing materials, including artwork designs and dealing with printing houses.
  • Other tasks at the request of the Centre Director and Administration and Communication Manager as assigned.

Qualifications:

To apply, you must satisfy the following requirements:

  • Thai nationality;
  • Age between 23-30 years;
  • Graduated Bachelor’s degree in administrative, management or related fields;
  • At least 1-year experience of relevant office work;
  • Proficient in using MS Word and Excel;
  • Demonstrated IT skills including experience in MS Office (Word, PowerPoint, and Excel);
  • Ability to work under pressure whilst ensuring accuracy and attention to detail;
  • Good interpersonal, team work and communication skills and able to maintain good relationships with colleagues and external counterparts and stakeholders;
  • Good organisational skills with demonstrated experience in assisting to organise meetings and events including arranging travel and logistics; and
  • Good command written and oral communication skills including good written and oral English and Thai language skills are a plus.

 

Remuneration: The successful candidate will be offered an attractive remuneration package (salary with tax exemption), which includes an allowance, benefits.

Duty station: Bangkok, Thailand (office located near Phayathai BTS Station)
